Illinois home care workers will have new overtime rules starting this summer. An Illinois panel approved the rule which allows the Department of Human Services to cap workers at 40 hours a week, with some exceptions. The State Journal Register reports the Joint Committee on Administrative Rules deadlocked twice along party lines on Democrats efforts to stop the Department of Human Services from implementing the rule. Department officials say the cap will result in better client care and cut state costs. Disability advocates say many clients need more care than 40 hours a week.
